Webclient Hotkey enabling/disabling.

For a long time the place to change hotkey settings for the webclient has been the template.ica on the webinterface server. Simply following the guidelines of http://ctxex10.citrix.com/kb/entry.jspa?externalID=CTX140219.

In Webinterface 4.0 there has been a small change, the template.ica has been changed to default.ica. The Format of the file has also been changed however we can continue to use our old legacy files with the note that all sections named [NFUSE_XXX] will not be read.
